Will the Minister outline what conversations the Welsh Government is having with the social care sector to ensure that new care homes are designed for the future climate, both in terms of flood risk and temperature increases?

As part of the current Building Regulations Part L (conservation of fuel and power) review we will shortly consult on proposals to improve the energy performance of non-domestic buildings including care homes. The proposals will include provisions intended to reduce the risk of overheating. Whilst no specific discussions with the sector have taken place representative bodies of the social care sector will be consultees. A revision to Technical Advice Note 15 on Flooding is currently being developed and has been the subject of public consultation. Care homes are classed as a highly vulnerable development in respect of flood risk; the national planning policy for developments of this nature is that they must not be located in the C2 flood zone, where the flood risk is significant and there is no flood defence infrastructure in place.
