What assessment has the Minister made of schools delaying the rollout of the new curriculum until 2023?

This is not a delay. The overall timetable for reform has not changed. This is about allowing secondary schools who need additional space to move at an appropriate pace and to consolidate their preparation for an additional year if they need to. The curriculum will commence rollout in primary schools in 2022 as scheduled and I want secondary schools that feel ready and keen to progress in 2022 to do so. By September 2023, all schools will need to be in the same place, in line with current plans, to be implementing their curriculum for years 7 and 8.
Through my discussions with the sector, it is clear to me that there remains a strong desire for reform. However I also recognise that secondary schools have faced specific challenges such as managing qualifications, which, in some instances, have affected their readiness for curriculum realisation. This is supported by evidence from Estyn, regional consortia and Welsh Government’s analysis of schools.
This reinforces the importance of the flexibility that I am offering secondary schools. These schools will currently be assessing whether to proceed with their current plans in 2022 or to take advantage of this flexibility. In the autumn, we will outline a process for these schools through the publication of our updated ‘Journey to 2022’, and we will work closely with regional consortia and local authorities to ensure all schools receive the support they need to introduce high quality curricula for their learners.
