What action is the Welsh Government taking to prevent fly-tipping in green areas in the Monmouth constituency?

The Welsh Government funds the Fly-tipping Action Wales (FtAW) Programme, which is led by Natural Resources Wales. The aim of the Programme is securing a long-term reduction in fly-tipping through a combination of measures. These include stakeholder engagement, education and awareness raising, supporting partner operational activities and enforcement work. In Monmouthshire, this has included loaning local authority surveillance equipment (at no cost) to assist them with their fly-tipping enforcement responsibilities. In addition, FtAW are leading delivery of the Black Spots to Bright Spots project. This aims to reduce fly-tipping on the Gwent Levels (which includes some part of rural Monmouthshire).
The FtAW team supports partner organisations, including Monmouthshire County Council, by promoting householder waste responsibilities through communications campaigns such as ‘It’s your duty to care’. This encourages householders to check the credentials of those they pass their waste to for disposal. Support is also offered to all local aluthority enforcement officers to enhance their knowledge of fly-tipping legislation and investigative techniques through training opportunities, working groups and guidance documents facilitated by FtAW.
The Welsh Government is developing a Litter and Fly-tipping Prevention Plan for Wales with a range of organisations, including local authorities. A draft plan was consulted on earlier this year and my officials are currently reviewing the responses, a summary of which will be published during the autumn.
