What discussions has the Welsh Government had with local authorities about housing developments on greenfield sites, where brownfield sites are available?

National planning policy, set out in Planning Policy Wales, incentivises the use of brownfield land as part of a strategic approach to placemaking. It explicitly states that brownfield sites should be used in preference to greenfield sites where they are suitable for development.
When identifying sites for housing in development plans, local planning authorities individually, or in collaboration where housing market areas cross local planning authority boundaries, must follow a search sequence starting with the re-use of brownfield land. They should work with landowners and other stakeholders to ensure that suitably located brownfield sites can be brought forward and developed first.
