What funding or other support will be made available to town and community councils to support them to purchase, install and maintain the ICT equipment needed to hold long-term virtual and hybrid meetings, in accordance with Section 47 of the Local Government and Elections (Wales) Act 2021?

Atebwyd gan Minister for Finance and Local Government
Section 47 of the Local Government and Elections (Wales) Act 2021 requires community and town councils to make and publish arrangements for convening meetings that allow people who are not in the same place to attend. The minimum requirement is that members are able to hear and be heard by others.
Councils have a range of options to ensure they meet these requirements. For example, they may provide telephone access for those not joining in person, choose to meet fully virtually, or meet in different venues (which have better ICT infrastructure) when a hybrid meeting is required.
A briefing note has also been issued to all Community and Town Councils setting out some options for meeting this requirement.
I recently agreed to fund a three-year Digital Delivery Manager post, hosted within One Voice Wales, to assist the sector. The postholder will provide support to share knowledge across community councils and get a better understanding of their digital capacity and capability.
