Atebwyd gan Minister for Finance and Local Government
In 2021/22 I made £1m available to Corporate Joint Committees through an Implementation Grant, with funding of £250,000 allocated to each of the four CJCs. The grant’s aim was to support regional transitional planning arrangements and enable preparatory work for the commencement of the functions of CJCs to begin.
Regulations require each CJC to calculate its budget requirements for each financial year. The intention is a CJC must be sufficiently funded to deliver its specified functions and activities, including expenditure associated with administrative costs and overheads. Each constituent council must to pay the proportion of the budget requirement determined by their Corporate Joint Committee.
Ongoing support for CJCs was one of the factors or pressures which was considered in determining the overall local government settlement.
The initial budget set by each of the CJCs enables them to take a pragmatic and proportionate approach until technical issues identified during implementation have been resolved. The expectation is the CJC will revisit its budget as soon as it is able.
