What consideration has the Minister given to a Wales-specific scrappage scheme for diesel and petrol vehicles?

Officials have engaged with a variety of organisations to scope potential benefits of a scrappage scheme for both decarbonisation and air quality benefits.
A scrappage scheme would likely be more effective when introduced as part of a package of measures such as for a Clean Air Zone or programme to reduce emissions in a specific area. Scrappage schemes have been considered in the assessment of options to reduce high levels of NO2 on specific areas of the Strategic Road Network. Local authorities have also considered vehicle scrappage in the context of Clean Air Zones as part of the requirement placed on them to identify options to address high NO2 levels in the soonest time possible.
