What are the Welsh Government's priorities when assessing freeport applications for Wales?

The Prospectus published on 1 September sets out a model for the Freeport Programme in Wales which was co-designed by both the Welsh and UK Governments.
As set out in that document, evaluation of bids will focus three main objectives:
• Promote regeneration and high-quality job creation.
• Establish the Freeport as a national hub for global trade and investment across the economy.
• Foster an innovative environment.
Fair work and sustainability, as Welsh Government priorities, are also intrinsic to how bids will be assessed. Bids will need to demonstrate how they support the Well-being of Future Generations (Wales) Act 2015 and the Welsh Government’s net zero commitments and contribute to Welsh Government policies on fair work and social partnership.
I am hoping to see proposals that break the industry ceiling on net zero standards, exemplify the high labour standards set out in our Economic Contract and articulate a shared vision formed by long-lasting coalitions which genuinely involve all social partners.
Both governments will jointly assess bids and decide the outcome of the competition and the successful site(s) will receive up to £26 million seed investment, provided by the UK Government.
