What assessment has the Minister made of the impact of the extension of individual development plans on the workload of schools and teachers?
Ateb
Atebwyd gan Minister for Education and the Welsh Language
We have engaged continuously with key partners to ensure preparation and transition to the ALN system and have responded to concerns over implementation pressures, including workload of schools and teachers.
Since January 2022 I have made an additional £12 million available to support ALN implementation and extended the time available to move children to the new ALN system. This funding was allocated directly to schools, pupil referral units and local authorities. The extra time was given to undertake the ALN process, and produce individual development plans, in a person-centred way.
We are continuing to listen to key partners, and structures are in place to understand progress on the ground. This includes the ALN Reform National Steering Group which provides strategic oversight, information flow and interface with key partners, and maintaining a National ALN Implementation Lead to support ongoing implementation of reforms.
Together with the sector we have made extensive progress in preparing for the ALN system. Estyn reports that nearly all providers have begun to implement key elements of ALN reform, such as person-centred practices and individual development plans for learners in need of additional learning provision.
