Local authorities are responsible for assessing local need for services and how they will be delivered.
The provisional local government was published on 14 December, providing local government with a 7.9% increase in core revenue funding, compared to the current year.
This has enabled Powys Council to reverse its decision to temporarily close three leisure centres and three swimming pools.
