In the absence of a vacant land tax, what alternatives has the Welsh Government considered to achieve the same policy goals?

Atebwyd gan Minister for Finance and Local Government
It is clear that the process for securing the devolution of powers to introduce a vacant land tax in Wales is not fit for purpose, and we are willing to work with the UK Government to make improvements to that process.
In the meantime, other routes to advance the delivery of social housing in Wales include working with public sector partners to reduce constraints to redeveloping vacant and derelict public land, and seeking land to purchase for the development of social and affordable homes.
