As Natural Resources Wales outlined in its consultation on regulatory fees and charges for 2023/24, its review of delivery costs for permitting services demonstrates under-recovery across most regimes, with its regulatory fees and charges failing to recover the full costs of determining permit applications.
NRW must comply with requirements set out in Managing Welsh Public Money. This requires it fully recovers the costs of the regulatory services it provides from those who use them, rather than having those services funded through general taxation.
