The NHS Wales Executive comprises a small team within the Health & Social Services Group in Welsh Government bolstered and complemented by the bringing together of existing expertise and capacity from national bodies in the NHS, including:

• NHS Wales Health Collaborative

• NHS Wales Finance Delivery Unit

• NHS Wales Delivery Unit

• NHS Wales Improvement Cymru

Led by a dedicated senior leadership team and reporting to the Executive Director Team in the Health and Social Services Group, the NHS Wales Executive will also work alongside other national bodies such as HEIW and DHCW. A Mandate and Remit Letter was issued by Welsh Government on 31 March which provides clarity on what the NHS Wales Executive is expected to deliver during its first transitional year in operation.

The functions of the NHS Wales Executive will be underpinned by clinical networks and national programmes as key mechanisms to support improvement, change and delivery. This includes the Strategic Programme for Planned Care and Strategic Programme for Mental Health which became part of the NHS Wales Executive from 1 April 2023.

Hosting arrangements for further functions such as innovation & value, workforce delivery and emergency planning, as well as the National Strategic Programmes for Primary Care and Urgent & Emergency Care are being considered as part of Phase 2 of the NHS Wales Executive implementation programme from April 2023 – March 2024. Public Health Wales (PHW) is the single host organisation for the NHS-based staff within the NHS Wales Executive and, as one of the statutory NHS organisations in Wales, PHW are providing corporate support and financial management support services for the NHS Wales Executive.
