What consideration has the Welsh Government given to the banning of the sale of snares in Wales?

Atebwyd gan Minister for Rural Affairs and North Wales, and Trefnydd
During the drafting process for the Bill, Welsh Government officials considered not only the ban on use of snares but also the possibility of extending the ban to include their sale, possession and manufacture. An unsophisticated snare can be fashioned from a piece of cord or wire and does not need to be elaborate to be capable of trapping an animal and causing injury and distress. The enforcement difficulties when it came to sale, manufacture or possession would be significant as the materials which can be used to fashion a snare are multipurpose.
For those reasons, a decision was taken to focus on the use of snares.
