Local authorities have statutory functions to deal with emergencies and are required to plan accordingly.
We operate an emergency financial assistance scheme (EFAS) which provides assistance to local authorities when an extreme emergency occurs which they could not reasonably be expected to manage within its own resources.
Under the Welsh Government Discretionary Assistance Fund (DAF), households may be eligible for an Emergency Assistance Payment (EAP) to help meet essential costs if they have been affected by an incident such as a flood and they are experiencing severe financial hardship.
