What assessment has the Minister made of whether there are enough qualified people to write and develop individual development plans for pupils?

It is for local authorities and individual schools to decide on the procedures they adopt for meeting their legal responsibilities and for ensuring the needs of all pupils are met, including those with additional learning needs (ALN).
