What targets has the Minister set in order to determine that a modal shift in commuting habits is occurring due to the 20mph speed limit?

Welsh Government officials are developing an evaluation framework for the 20mph policy which will explore the policy’s impact on modal shift.
In addition, questions will be included in future Welsh Government surveys (e.g. Transport Survey) that will ask members of the public to report changes in their own behaviours and attitudes regarding active travel and commuting, and the reasons for any changes in those behaviours and attitudes.
