Does the Welsh Government have any plans to implement a referendum cap on council tax rises in Wales?

Atebwyd gan Cabinet Secretary for Finance and Welsh Language
There are no plans to impose arbitrary blanket limits or require costly local referenda as in England. The Welsh Government provides local authorities with flexibility in setting budgets and council tax levels, enabling them to respond to local priorities and pressures. This is an important feature of local democracy and authorities are accountable to local electorates for their decisions.
