The local government settlement model allocates funding to authorities according to relative need and the ability to raise taxes. Each year some authorities will face smaller increases than others due to relative changes in funding drivers, such as population or pupil numbers. A funding floor is considered in any year the change in allocation for an individual authority is considered to be unmanageable. The 2025-26 Settlement includes a 3.8% funding floor which benefits 9 authorities, including 4 in North Wales.
