What assessment has the Welsh Government made of the impact on volunteer-run scout centers of the Visitor Accommodation (Register and Levy) Etc (Wales) Bill?

Impact assessments for our proposals have been published on our web pages: Visitor Accommodation (Register and Levy) Etc. (Wales) Bill: integrated impact assessment [HTML] | GOV.WALES. An Explanatory Memorandum and Regulatory Impact Assessment is also available via the Senedd web pages: https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf
I recognise the significant role volunteer-run accommodation and outdoor education centres facilities play in our communities, particularly for young people and for those from low-income households.
The Welsh Government tabled an amendment to the Bill to exempt persons under the age of 18 from the lower rate of the levy and this was agreed by Committee at the Stage 2 hearing on 15 May. The Committee also agreed that the lower and higher rates should be £0.75 and £1.30. These rates may be further adjusted during the continued Senedd scrutiny process.
This will help to ensure that children will not be disadvantaged by being unable to attend educational or social trips due to the extra costs posed by the levy.
