Why hasn't the Technical Advice Note containing the Welsh Government's definition of an affordable home been updated since 2006?

Technical Advice Notes (TANs) supplement Planning Policy Wales (PPW), which was last updated in February 2024. Paragraphs 4.2.26 and 4.2.27 of PPW set the definition of affordable housing. References in TAN 2 (Planning and Affordable Housing) are consistent with PPW.
PPW is kept under continual review in relation to the Welsh Government’s objectives, strategies and policies and will be amended where changes to land‑use planning policy can assist in achieving these outcomes. PPW has been updated 12 times since 2006.
