Local Authorities in Wales must follow the CIPFA Accounting Code which sets out the accounting principles and practices required to prepare a statement of accounts. In addition Authorities must follow requirements of the The Accounts and Audit (Wales) Regulations 2014 and the Guidance on Accounts and Audit Regulations together with The Local Authorities (Capital Finance and Accounting) (Wales) Regulations 2003. These regulations set out how authorities should present their financial accounts.
Local authorities are subject to annual audit by the Audit Wales who assess whether the financial statements give a true and fair view of the financial position and have been properly prepared in accordance with legislative requirements and UK adopted international accounting standards as interpreted and adapted by the Code of Practice on Local Authority Accounting in the United Kingdom.
