What consideration has the Cabinet Minister given to the lessons for the Welsh civil service of the Maude reforms at a UK level?
Ateb
Atebwyd gan Cabinet Minister for Government Effectiveness & the Constitution (Dafydd Trystan Davies)
Cabinet Minister recognises that civil service reform at a UK level, including the Maude reforms, placed a strong emphasis on strengthening functional capability, improving efficiency, and modernising the way government operates.
In the Welsh Government, these broad principles are reflected in our own approach to organisational development and business change. We are progressing work to strengthen corporate functions, improve the use of data and digital capability, and ensure that resources are aligned more clearly to delivery priorities.
Our approach is, however, tailored to the Welsh context, including the scale of the organisation and the need to support collaborative, cross-government working to deliver ministerial priorities. This means focusing not only on efficiency, but also on integration across functions, prevention and long-term outcomes.
Responsibility for the detailed management and reform of the civil service sits with the Permanent Secretary. The Cabinet Secretary and Permanent Secretary meet regularly and will continue to discuss these matters as part of their ongoing engagement.
