The Homelessness and Social Housing Allocation (Wales) Act 2026 (the Act) will be resourced and effectively implemented across all local authorities in Wales, including those within Pontypridd Cynon Merthyr, through a phased approach. This will be supported by targeted funding, ongoing engagement and close monitoring.
£2.3 million has been allocated in 2026–27 to support pre‑implementation activity in local authorities. This includes planning, guidance and training to prepare for commencement from September 2027. The first phase of implementation is focused on prevention. The Act’s Regulatory Impact Assessment demonstrates the reforms deliver net benefits over time, as prevention reduces the need for more costly crisis responses.
Future implementation costs from 2027–28 onwards will be considered through the Welsh Government’s annual budget process this Autumn. Implementation will be kept under close review.
