What assessment has the Welsh Government made of whether legislative consent motions are non-binding on the UK Parliament?
Ateb
Atebwyd gan Cabinet Minister for Government Effectiveness & the Constitution (Dafydd Trystan Davies)
Legislative consent motions do not legally bind the UK Parliament. As set out in the Counsel General’s Written Statement of 14 July 2026, putting the Sewel Convention on a firmer legislative footing would limit the UK Parliament’s ability to legislate on devolved matters without the Senedd’s consent. The Welsh Government believes this would strengthen the devolution settlement and be a positive step.
