What legal advice has the Counsel General provided to the Welsh Government regarding the incinerator development on Barry Docks?

There is an ongoing appeal against the enforcement notice issued by the Vale of Glamorgan Council against the construction of the energy from waste facility. The issue will be decided by the Minister for Climate Change following the conclusion of the examination by a planning inspector.
