Question
How is the Welsh Government working with Transport for Wales to combat fare evasion?
Answer
Answered by Cabinet Secretary for Transport and North Wales
The vast majority of passengers using Transport for Wales (TfW) services pay for their journeys, however a minority of passengers fail to pay the correct fare which significantly reduces the amount of ticket revenue TfW is able to collect and reinvest in services. Our priority is enabling passengers to purchase the correct ticket for their journey before they travel, but we also fund TfW to operate all services with a conductor on board to carry out a range of essential duties. These include ensuring all passengers have the correct ticket or enabling those with a concessionary pass to use this where valid.
On some routes, TfW have introduced Penalty Fares which can be levied on ticketless passengers who engage in deliberate evasion or fraud. Penalty Fares replace fines. They are specifically designed to ensure TfW can recover lost revenue in a more proportionate manner without engaging the criminal justice system.
