Question
Will the Welsh Government describe the methods it is using to prevent multi-national companies deciding that having a Welsh-based service is less attractive if it cannot return a surplus to the main organisation, after the passing of the Health and Social Care (Wales) Bill?
Answer
Answered by Minister for Children and Social Care
We have established a robust programme of work with partners across the sector to deliver our commitment to eliminating private profit from children’s social care in a way that minimises disruption, mitigates risk and safeguards the welfare and well-being of those in care. This includes regular ‘market intelligence’ from the Children’s Commissioning Consortium Cymru and Care Inspectorate Wales.
We are also engaging directly with providers and provider representatives through our Eliminating Profit Programme Board, chaired by the Chief Social Care Officer.
As part of this implementation we have been working with private providers and provider representatives to assess the extent to which existing for-profit providers intend to re-establish their businesses in Wales as one of the four not-for-profit models in the Bill. Discussions have also considered what additional support private providers may need to assist them in making an informed decision about their future in Wales. However, ultimately under the four models providers would not be able to make a profit, or transfer profits to another organisation in a different country.
