How does the Welsh Government ensure protection for tenants in eviction cases where they were unaware their landlord was unregistered and operating unlawfully?

Under the Housing (Wales) Act 2014, landlord who is not registered and licensed with Rent Smart Wales is unable to issue a valid notice for possession.
