What guidance is issued to health boards to ensure that variations in staffing levels do not result in delays in processing blood tests?

Health boards are responsible for planning, deploying, and managing their workforce to meet the needs of the population, both now and in the future. The National Institute for Health and Care Excellence (NICE) guidelines and quality standards are available for use in Wales.
