What estimate has the Cabinet Secretary made regarding the increase in the NHS Wales pay bill in the financial year 2026–27, as a result of the increase in employer National Insurance contributions?

Employers National Insurance contributions were increased in the 2025-26 financial year.
Our estimate of the impact of that increase on the NHS Wales pay bill is circa £114m.
