Question
What steps has the Welsh Government taken to ensure schools can meet staffing needs associated with running breakfast clubs in primary schools?
Answer
Answered by Cabinet Secretary for Education
Section 88 of the School Standards and Organisation (Wales) Act 2013 places a duty on local authorities to provide free breakfasts in line with expectations set out in published guidance. Funding is administered through the Revenue Support Grant (RSG) and local authorities have discretion over how provision is delivered. In fulfilling their duty, local authorities should consider a range of factors, including the availability/suitability of staff to supervise the breakfast provision.
