Summary
The committee dealt with correspondence received over recess. It heard that the Secretary of State for Wales has agreed to give evidence, probably in early January. Members discussed writing to the Prime Minister and to the Welsh Government about the 'Rewiring the State' paper on devolution and local empowerment.
Themes
- Scrutiny of the Secretary of State for Wales
- Devolution within England and what it means for Wales
- Local empowerment and local government in Wales
2. Papers to note
The committee considered correspondence from recess. It covered the timing of the Secretary of State's evidence session and the UK Government's 'Rewiring the State' paper.
- Gerallt Roberts, the clerk, said the Secretary of State's officials had confirmed he is willing to give evidence. They asked that this follow his first appearance before the Welsh Affairs Committee in early December, so the clerks proposed early January.
- Carrie Harper (Plaid Cymru), the Chair, said the paper has little detail relating to Wales. She proposed writing to the new UK Prime Minister to ask whether he would discuss what the priorities might look like in a Welsh context.
- Darren Millar (Welsh Conservatives) said the document did not fully appreciate the devolved nations. He said the committee could test the Welsh Government's thinking on devolution to communities, and he was particularly taken with the idea that local areas keep more of their business rates. The Chair agreed this would be a separate letter.
- Sarah Rees (Plaid Cymru) asked how 'good growth' is defined and whether there is a gendered lens to the work. She questioned how devolving to local government would be effective given existing data on inequality between authorities.
- Sarah Rees also asked whether enough younger people sit in local authorities to make and scrutinise decisions on the budget for 16 to 19-year-olds. She said she would like the committee to look at that kind of engagement. The Chair said there were more questions than answers and that the committee would explore them further.
Opening of the meeting
The committee met in the Senedd and by video-conference.
