3. Introductory evidence session with the Cabinet Minister for Government Effectiveness and the Constitution
Members questioned the Cabinet Minister on how his Cabinet Office will deliver and be judged, on public service leadership, local government, the COVID review and transparency of Government data. He also answered on AI, the constitution and the timetable for the Public Office (Accountability) Bill LCM.
- Andrew Griffin (Reform UK) asked for a published baseline, quantified measures and time-bound targets. Dafydd Trystan Davies (Plaid Cymru) said he wanted to return regularly to report progress. He warned that simple targets could narrow the Government's focus, and invited the committee to write to him with a suggested framework.
- Dafydd Trystan Davies said Arwain would offer integrated training for public servants and build a 10-year pipeline of senior leaders, citing a lack of suitable candidates for senior posts. Andrew RT Davies (Welsh Conservatives) asked whether work existed on why people do not apply. The Minister said some initial work was done under the previous Government and that the Government would work towards a better understanding.
- Andrew RT Davies asked whether there would be meaningful local government reform. Dafydd Trystan Davies said the Government had made no commitment to reform boundaries. He said he had asked the Cabinet Office to review overlapping regional and sub-regional bodies, and hoped to see better regional governance in the next four years.
- Dafydd Trystan Davies said the Government would carry out a review of the COVID response and update the Senedd in the autumn term. Andrew RT Davies asked him to be clear whether it would be an inquiry with powers to compel witnesses. The Minister said a full review was needed, that officials were working through reviews and inquiries, and that he would update the Senedd this term.
