Summary
The committee took evidence from Dr Hedydd Phylip (Cardiff University) and Dr Elin Royles (Aberystwyth University) for its inquiry into the Inter-institutional Relations Agreement (IIRA). Members asked about confidentiality, the scope of the agreement, the quality of reporting, and how external affairs should be covered. The Chair said the committee would take the evidence into its further discussions.
Themes
- Balancing confidentiality and transparency
- A broad, flexible scope for the agreement
- Consistency and quality of reporting to the Senedd
- How to treat external affairs and international agreements
Opening of the meeting
The committee met in the Senedd and by video-conference.
The meeting began at 9:29.
1. Introductions, apologies, substitutions and declarations of interest
Bore da. Can I welcome Members to this week's Constitution, Justice and External Affairs Committee? The public items of the meeting are being broadcast live on Senedd.tv and a Record of Proceedings will be published in due course. This is a bilingual meeting and so simultaneous interpretation from Welsh to English is available. We've had apologies today from Peredur Owen Griffiths MS, and, before we move on, can I just ask if Members have any declarations of interest. No. Thank you.
2. Papers to note
Okay, we'll move on to item 2, which is papers to note. The only issues I need to highlight are in relation to items 2.1 and 2.2. Members will be aware that we agreed to write to the Welsh Government to raise concerns about the future of the Taith scheme. Are there any other observations, or are Members happy to note the correspondence and move to the next item? Sarah.
