What mechanisms does Welsh Government have in place to monitor the purchase of Welsh farms by external investors for blanket afforestation?

We want to plant 180,000 hectares by 2050 to meet the ‘balanced pathway’ set out by the UK Climate Change Commission. We want farmers to be central to this. Our Net Zero Wales plan sets an ambition that 10% of agricultural land will be shared to support this aim while maintaining a strong food production sector across Wales.
Any organisation wishing to plant woodland greater than 5 hectares must do an Environmental Impact Assessment. This requires checking with Natural Resources Wales whether a forestry project is likely to have a significant effect on the environment, in which case NRW’s consent is required. A register of all projects which have done an Environmental Impact Assessment can be found on the NRW website. Most people creating woodland in Wales will also apply for Welsh Government funding, meaning their plans must be verified by NRW.
